Availability:  Itasca, Koochiching, & partial services in St.Louis County/Virginia Area.

Eligibility: Youth ages 16 to 21 who have been in out of home placement or are at-risk.

Program Description: Free at Last focuses on teaching at-risk youth independent living skills through experiential education, teamwork, and individual counseling.  Participants attend weekly group meetings, take part in community service projects, and attend outdoor challenge activities.  Youth that are homeless are also assisted.
